Title:  Employee Relations Rep II

POSITION SUMMARY:

Responsible for handling employee enquiries, supporting disciplinary processes, coordinating investigations, maintaining accurate ER documentation, and ensuring compliance with the Employment Act 1955, Industrial Relations Act 1967, and company policies.

The ideal candidate is someone who can work independently, exercise sound judgement, maintain strict confidentiality, and support a positive and fair workplace environment. This role will also support internal communication activities and act as a key liaison between employees, supervisors, and the HR team.

 

RESPONSIBILITIES:

  1. Respond promptly to internal employee queries, concerns, and ER-related issues, ensuring timely and accurate guidance.
  2. Assist in managing disciplinary cases, including preparation of show cause letters, warning letters, and counselling documentation.
  3. Support the investigation process by gathering statements, evidence, and maintaining proper case documentation.
  4. Coordinate and support the Domestic Inquiry (DI) process, ensuring adherence to proper procedures and legal requirements.
  5. Maintain up-to-date ER records, tracking disciplinary actions, counselling sessions, and follow-up requirements.
  6. Ensure HR practices comply with the Employment Act, Industrial Relations Act, Code of Conduct for Industrial Harmony, and internal policies.
  7. Support union-related matters, if applicable, including meetings, employee communication, and addressing collective issues.
  8. Assist in preparation of documentation for potential IR cases or escalations to the Labour Office / Industrial Court.
  9. Prepare weekly and monthly ER/IR reports as required by HR management.
  10. Participate as a committee member for company-led activities and initiatives.
  11. Adhere to organizational requirements on quality management, health and safety, code of conduct, legal stipulations, environmental, 5S policies and general duty of care.
  12. Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, code of conduct, RBA, legal stipulations, environmental, 5S policies, and general duty of care.
  13. Support other functions as assigned.

 

WORK ENVIRONMENT: 

  • Location: Penang Science Park, Simpang Ampat Penang.
  • Mostly office environment with some travel up to 10% of time.              

 

QUALIFICATIONS:

  • Strong understanding of traditional HR process: knowledge on Employment Act 1955 / Industrial Relation and RBA.
  • Understanding of workforce demographic issues/trends.
  • Proven ability to effectively deal with conflict.
  • Ability to deliver operationally and will possess a strong mix of strategic and operational HR skills.
  • Strong relationship management skills; a skillful team player with the ability to network effectively up, down and across the business. 
  • Excellent communication skills; articulate, possessing both credibility and integrity.
  • Assertiveness, confidence, a self-starter. 
  • English language capabilites.

 

EXPERIENCE:

Essential:

  • 5+ years of experience in Employee Relations or HR Operations, preferably in a manufacturing environment.
  • Thorough knowledge of Malaysian labour laws, Employment Act, Industrial Relations Act, RBA, and best practices in ER/IR.
  • Knowledge in handling employee disciplinary issue.
  • Strong ability in using MS Office (MS Excel and MS PowerPoint, in particular).
  • Outstanding communication and interpersonal skills .Strong phone, email and in-person communication skills.
  • Strong documentation, communication, and problem-solving skills.
  • Able to handle confidential and sensitive information with high integrity.

Desirable:

  • Proven experience as an HR Representative or relevant human resources.

 

EDUCATION:

Essential:

  • Degree in Human Resources, Business Administration, or other related field.

 

OTHER:

  • Candidate must willing to work at Penang Science Park, Simpang Ampat, Penang.
